Mhemiwa Guest of Honour and invited guests Land Registration in Zanzibar is implemented by the project Sustainable Management of Land and Environment, the Sustainable Management of Lands and Environment (SMOLE), which is financed by the terms of the Revolutionary Government of Zanzibar and the Government of Finland through the Ministry of Foreign Affairs of Finland.
Interactions between Zanzibar and Finland 591 have started over twenty years ago. We began with the Government of Finland through the Agency for International 591 Aid Finland (FINNIDA) which liliipatia Revolutionary Government of Zanziabr support of Plan Land Use Better known by the name of Integrated Land Use Plan Zanziibar '(ZILUP) in 1989
In addition 591 to preparing the plan efficient land use, FINNIDA agreed to also support administrative issues of land ownership and registration of land and environmental management, to establish a project known as ZILEM (Zanzibar Integrated Land and Environmental Management) 1991 to 1996. Registration of Land Management and was one of the main activities 591 of ZILEM.
Implementation of the project ZILEM was accompanied by the introduction of the former Commission for Lands and Environment in 1989. Commission for Lands and Environment succeeded in preparing law based on three in 1990. They are the Law on Voluntary Land (Survey Act, 1990), the Act recognize 591 and commend Righteous Land Use (Land adjudication Act, 1990) and Syrian Land Registry (Registered Land Act, 1990)
Later there appeared the great importance of preparing the mother of Regulatory Law and Management in the Land Activities to support actively the implementation of these activities. The same rules of the Land Use Rights was completed in 1992.
(Land Transfer Act) and the rules of the establishment of the Land Court, 1994 (Land Tribunal Act). Government of Finland contributed greatly in transformation (Reforms) created just such an effective basis for the management and operations in our land.
Honourable Guest of Honour and Invited Guests Part II Support Finland started in 2000 after the formal approval of the project 591 Smole. The first phase of the project this SMOLE which became effective for the period of preparation in 2003, and in 2004 Project SMOLE organized a draft Strategic Plan (Strategic Plan) for 2005 to 2015 to support the sustainable management of land and environment in Zanzibar .
Implementation of the first phase of SMOLE started in 2005 and ended in late 2009. Success of this phase, have led to start of the second phase SMOLE II ilioanza 2010. SMOLE II is scheduled to be implemented in a period of four years from January 2010 to 2013 and cost a total of Euro nine million ( 9) between the contribution of the Government of Zanzibar is Tsh 828 million equivalent.
The second phase of SMOLE contributes to achieving the goals of poverty reduction MKUZA II through the registration of 50% of the land of Zanzibar in June 2015 to provide 591 opportunities 591 for women unrestricted access to revenue sources including the Land. Other departments are the Department of Environment, Office of the Second Vice-President and the Department of Forestry and Natural Resources from the Ministry of Agriculture Zisizorejesheka.
From that exercise and recognition of land registration has started 2009 with a pilot stage of the Old City area, various measures have been taken to educate 591 the public with regard to registration, including banner advertising, publications 591 and seminars. 591 Recently, done Shehas workshop of Old Town and Overseas 591 locations along with their committee members to educate 591 them about the importance of registration and its processes.
